The cost of living in UK budgets most families build starts from the wrong number. Under the rules in force in 2026, UK Visas and Immigration (UKVI) asks you to prove GBP 1,171 a month (about INR 1,50,893) outside London and GBP 1,529 (about INR 1,97,025) in London. Both rates come from the Home Office guidance Student visa: Money you need. That is a visa threshold, capped at nine months, and it is why the cost of living in UK for Indian students gets under-budgeted by a full term. Parents plan a two-year commitment around it, then meet the tenth month, the deposit, and the summer with nothing left. This guide prices that gap using current university and government figures. What does UKVI make you prove, and what will you really spend?
For 2026/27, the University of Manchester puts total estimated living cost for a 41-week undergraduate year at GBP 14,840 (about INR 19,12,253) in its Cost of living guidance for undergraduate study. The Home Office maintenance figure for the same region covers nine months only. The distance between those two numbers is what applicants fail to budget.
So you prove one number and spend another. Only one of them is yours to live on.
The GBP 1,171 and GBP 1,529 lines, and the 9-month cap
The UK maintenance requirement is priced per month and stops at nine. Nine months at GBP 1,171 is GBP 10,539 (about INR 13,58,035) outside London, and nine at GBP 1,529 is GBP 13,761 (about INR 17,73,215) in London. Those totals are arithmetic on the monthly rates GOV.UK publishes, not a printed annual figure. Your tenancy does not stop at month nine, and neither does your rent.
The 28-day rule that sinks Indian applications
As of 2026, the money must sit in the account for at least 28 days in a row, and that 28-day period must end within 31 days of the visa application date. This is the part of the proof of funds for a UK Student visa that gets files refused, and it has nothing to do with the amount.
In the visa briefings we delivered for the September 2026 intake, the most common rebuild was a passbook where a family transfer landed on day 22 of a 28-day window. The 28-day rule, not the size of the maintenance funds, is what forced the delay. On top of the living-cost money you normally need to demonstrate the outstanding course fees for one academic year, up to nine months, as shown on your Confirmation of Acceptance for Studies (CAS). Fees already paid and properly recorded on the CAS, or supported by an acceptable receipt, reduce the amount you must show, and an eligible sponsor-arranged accommodation payment of up to GBP 1,529 can also be offset. What a real 2026/27 year costs: Manchester’s own number
Manchester publishes that cost of living in UK estimate for its own applicants, which is why it tracks a 41-week year instead of a visa cap, and why it excludes tuition entirely. Why the visa figure is a floor, not a budget

For 2026/27, University of Sheffield halls of residence run from GBP 151.41 a week (about INR 19,510) for a shared-bathroom room to GBP 240.38 a week (about INR 30,974) for a studio. Read that first row twice before you build a spreadsheet. For 2026/27, Sheffield hall rent includes utility bills, contents insurance and internet access, so a separate bills line on top of a halls quote inflates your budget by roughly a month of groceries. Add utilities separately whenever the accommodation contract does not include them: most student residences bundle certain bills into the rent, and some private tenancies do too, while others exclude them entirely.
For 2026/27, an en-suite room at Newgate Court, Newcastle University, costs GBP 205.25 a week (about INR 26,448) on a fixed 40-week contract, with utility bills, Wi-Fi and personal-possessions insurance included. Purpose-built student accommodation (PBSA, privately run student blocks) prices vary substantially by city, room type, provider and contract length, so compare the full contract price and the included bills for the specific property. A private share brings a tenancy deposit and self-catered cooking you organise yourself. In the 12 months to May 2026, the Office for National Statistics (ONS) put average UK private rent at GBP 1,383 a month, up 3.3 percent.
UK student living costs move with the contract you sign, not the city brochure. Birmingham, Glasgow, Leeds, Liverpool, Coventry, Cardiff, Bristol and Edinburgh all fall under the UKVI outside-London maintenance rate, because that rate follows where your course is, not where you sleep. That is a visa classification, not a price ranking: actual rents in these cities vary widely, and some, Bristol and Edinburgh among them, are relatively expensive.
From our counselling desk: the budget we rebuild most often is the one that used the visa figure as the plan. Families arrive with the nine-month maintenance total and no line for months ten to twelve, no deposit, and no summer. Choose the contract length first, then the city, then the room type. Rent decides the other lines, not the reverse.
How much more does London actually cost?
In May 2026, the average rent for an entire privately rented London property reached GBP 2,294 a month (about INR 2,95,600), with Scotland at GBP 1,009 and Wales at GBP 836. In Northern Ireland, where the latest available data covered March 2026, average advertised rent for new lets was GBP 876. All four figures come from the ONS bulletin Private rent and house prices, UK: June 2026. The London figure covers whole properties across all property types and tenants, so it should not be read as the amount one student sharing accommodation pays.
So treat the London figure as a visa threshold, not a guaranteed budget. The GBP 1,529 rate may be insufficient for many London students, especially where rent sits near the upper end of UCL’s GBP 650 to GBP 1,300 shared-accommodation range.
- Rent: the student-relevant number is a room in a share, not a whole property. UCL estimates GBP 650 to GBP 1,300 a month, excluding household bills, for a room in shared privately rented accommodation. Add UCL’s GBP 426 of non-rent essentials and the lower end still fits inside the GBP 1,529 you had to prove, while the upper end does not.
- Travel: for 2026/27, UCL budgets GBP 119.90 a month (about INR 15,450) for a zone 1-2 student travelcard.
- The verdict: the visa line covers a cheap room and little else, and it carries no allowance for the deposit, the arrival month or the weeks past month nine.
That is the honest cost of living in London for students, and it is why halls or a shared flat in zone 3 changes the arithmetic more than any discount card. The average monthly cost of living in the UK hides this split. One national figure covers both a Cardiff house share and a zone 2 London studio, and the two are not the same country financially.

For 2026/27, UCL budgets GBP 426 a month (about INR 54,894) for non-rent essentials in London. Watch the column headings, because the two universities publish on different clocks. Never subtract one column from the other. For 2026/27, the University of Manchester budgets GBP 8,100 a year (about INR 10,43,750) for self-catered accommodation and GBP 2,500 a year (about INR 3,22,145) for groceries.
Your cost of living in UK per month is really two numbers: rent, and everything else. Monthly living expenses in the UK beyond rent are the smaller half of the budget and the half you can actually move. Groceries are the weekly lever. Cooking instead of ordering in keeps the food line near a university’s own estimate, whether you shop at Aldi, Lidl, Tesco or Sainsbury’s.
Which UK bills do you skip, and which still land?
In 2026, in England, Scotland and Wales, a household occupied only by qualifying full-time students is normally exempt from Council Tax, under GOV.UK guidance on Council Tax: Discounts for full-time students. That exemption deletes a line generic budget templates still carry. Mixed student and non-student households may still get a bill, although a discount can apply. Northern Ireland has a separate domestic Rates system, for which different liability rules apply.
You will not pay every bill a working adult pays, and that is worth real money over a year. Two conditions decide it, and one housemate can break both.
- In 2026, your course must last at least 1 year and involve at least 21 hours of study per week to count as full-time for Council Tax.
- Share with someone who is not a full-time student and the household loses the full exemption. Students in the property are normally disregarded, but a bill can remain and only a discount may apply, so check every tenant before you sign.
- In 2026, a TV Licence costs GBP 180 a year (about INR 23,194), and you need one to watch live TV on any channel or to use BBC iPlayer.
- National Health Service (NHS) care is not a monthly bill for you, because the health surcharge is paid upfront at the visa stage. Paying it generally gives NHS access on broadly the same basis as an ordinarily resident person, but it does not make every service free: prescription, dental and optical charges may still apply, depending on the UK nation and your circumstances.
The TV Licence catches Indian students more than any other bill, because iPlayer looks free and is not. A household that watches only non-live, on-demand services other than BBC iPlayer may not need a licence. Any iPlayer use counts, on-demand included, and so does one flatmate streaming a cricket match live. Whether a single licence covers the whole property depends on the tenancy: a joint tenancy can generally use one household licence, while occupants on separate tenancy agreements may each need a licence to watch in their own rooms. University shared areas may already be covered.
How far does 20 hours of work actually get you?
From April 2026, GBP 12.71 an hour (about INR 1,638) is the minimum hourly rate for eligible workers aged 21 and over, in the GOV.UK schedule of National Minimum Wage and National Living Wage rates. Some student jobs pay more than that, but eligible Student visa holders must still keep within their permitted weekly hours, which is what limits what a term-time job can contribute.
So run the number before you rely on it. Twenty hours at the GBP 12.71 minimum is GBP 254.20 a week gross (about INR 32,756), or around GBP 1,101 a month (about INR 1,41,873) across 4.33 weeks. That monthly figure is gross. Actual Income Tax and National Insurance depend on your total annual income, tax code, pay frequency and earnings in each pay period: for 2026/27 the standard Income Tax Personal Allowance is GBP 12,570, and the monthly National Insurance primary threshold is GBP 1,048. The 20-hour restriction applies during term time, and eligible students can work full time outside it. Against the maintenance line, that gross figure looks close enough to reassure families, but shifts are not guaranteed, hours are restricted for most of the year, and rent runs through the vacation weeks too.
- Under Home Office Student route conditions (Appendix Student, ST 26), many students taking a full-time degree-level course with an eligible sponsor can work up to 20 hours a week during term time, with full-time work permitted outside term time. The condition is set by the Home Office and explained by UKCISA in its Working: Student work guidance. Some students get 10 hours, and some get no work permission at all, so check your own eVisa and your sponsor’s official term dates.
- From April 2026, a 19-year-old worker is entitled to a lower statutory minimum of GBP 10.85 an hour (about INR 1,398), the National Minimum Wage for ages 18 to 20, although an employer may pay more.
- In 2026, UKCISA states that Student route holders cannot be self-employed, work freelance or as a contractor, or engage in business activity. Appendix Student carries one narrow exception at ST 26.8, for holders who have applied under the Innovator Founder route with an eligible endorsement.
That last rule surprises people every year. Remote freelance design work billed to a client back home counts as self-employment, and it breaches your Student route conditions. Parents: part-time earnings may offset a meaningful share of the UK cost of living for international students, but do not build the core study budget around income from work that has not yet been secured. The arrival-month spike nobody budgets for
In 2026, the Immigration Health Surcharge (IHS) costs GBP 776 a year (about INR 99,994) for students and their dependants, under GOV.UK guidance on Pay for UK healthcare as part of your immigration application. The surcharge is charged upfront for every year of the visa, months before the first rent instalment is due.
Month one is not an average month, and averaging it is how budgets break. In most files we handle, the money leaves in this order.
- The health surcharge and the visa fee, paid at application, long before departure.
- The tenancy deposit and the first rent instalment, often before any loan disbursement lands.
- Flights and excess baggage, in peak September pricing.
- Bedding, kitchen kit and a winter coat, bought in the first fortnight.
- Two weeks of living costs on Indian cards while the UK bank account is opened.
When we brief students in Hyderabad before departure, this is the slide families photograph. For 2026/27, the University of Sheffield offers a 42-week contract running 20 September 2026 to 11 July 2027, and a 51-week contract running to 12 September 2027. The nine weeks between those two dates are the ones that hurt. If you cannot fly home for the summer, a 42-week contract means finding somewhere else in July and paying private rates for it.
Parents: when you convert the cost of living in UK in rupees, add a one-off arrival block on top of the monthly figure, and keep it liquid. It all lands inside a single month, and it lands before anyone has earned a pound.
Five levers that actually move your monthly number
In 2026, the 18+ Student Oyster photocard saves 30 percent on adult-rate Travelcards and Bus and Tram Pass season tickets, for a GBP 22 admin fee (about INR 2,835). The scheme is run by Transport for London, which publishes the 18+ Student Oyster photocard terms. Not every London student qualifies: applicants generally must be 18 or over, live at a London borough address during term time and study at an institution registered for the scheme, and applications normally open after enrolment. A season-ticket discount repeats every month of the academic year.
You control five things. Two of them are decided before you fly, and they matter most.
- Contract length. A 40 or 42-week hall only saves money if you have somewhere to go in July and August.
- Course city. Studying outside London moves you onto the lower maintenance line and a lower rent market at the same time.
- Travel. In London, the GBP 22 photocard fee is recovered faster the longer the season ticket you buy, so check the saving against your own travel pattern before paying it. In 2026, elsewhere a 16-25 Railcard costs GBP 35 (about INR 4,510) for one year or GBP 80 for three, and gives one third off most eligible fares, subject to time and minimum-fare restrictions, including a GBP 12 minimum fare on weekday journeys between 04:30 and 09:59.
- Food. Cook, batch, and shop the discounters. This is the only line that responds weekly.
- Discounts and SIM. UNiDAYS, Student Beans and TOTUM cover retail, and a Giffgaff or Lebara SIM keeps the mobile line near a university’s own estimate.
The lever most students never pull is the first pair, because the city and the university get chosen long before rent is priced. Does the UK maintenance requirement include tuition fees?
No. The maintenance money is proved on top of your course fees, and the fee amount comes from your CAS. You must demonstrate the required outstanding course fees and maintenance funds using evidence permitted under Appendix Finance, and qualifying fee payments, student loans and official sponsorship are each treated differently. That is why families underestimate the total they must hold before applying.
Should I budget for nine months or twelve?
Budget for twelve. Nine months is the visa cap, not the length of your stay or your tenancy. A 51-week contract runs almost the full year, and even a 40-week one leaves you needing housing and food for the remaining weeks.
Do I pay Council Tax in university halls?
No, provided you are enrolled full-time and your course meets the length and study-hours conditions. Halls are occupied by students, so the exemption applies cleanly. The risk sits in private house shares, where one non-student tenant changes the household’s position.
Can a part-time job cover my living costs?
A part-time job should not be treated as a guaranteed way to fund your living costs. Earnings vary by hourly rate and available shifts, working hours are restricted during term time, and self-employment is barred apart from one narrow Innovator Founder exception. Use employment income as supplementary support, and arrange sufficient funds for tuition, rent and essential expenses before travelling.
